The pool you join is decided by a hierarchy that goes mobile --> console --> PC. Your squad will play in the pool of your most advanced member. So if a PS4, a mobile and a PC player squad up, the entire squad goes into a pool for PC players. If a PS4 player and a mobile player squad up, they go into a pool for console players.
Also take note: any pairing of two of these platforms can play against each other with the exception of one -- Microsoft and Sony. If Microsoft and Epic had their way that wouldn't be the case, so take it up with Sony.
So let's get down to how we do this. I've played a few cross-play matches with myself and seen it in action on multiple platforms. Cross-play runs through Epic accounts, which you already have if you play on PC or iOS. If you're a console player, you'll want to go to Epic.com and log in with either your PSN or Xbox Live accounts, which will create an Epic account tied to that account with all progression intact. That Epic account can now be used across all platforms, which is nifty.
Fortnite: Battle Royale is officially out on mobile, and bringing a full-fledged, large-scale competitive PvP title to mobile is not the only barrier that Epic Games is aiming to break down here. Fortnite Battle Royale now comes with an ambitious cross-play system that allows players from nearly any platform to squad up and play together, be it Xbox, PlayStation 4, PC, iOS, or eventually Android. Because these platforms --particularly consoles -- aren't necessarily set up for that, it will take a few extra steps. Here's how you do it.
To start with: cross-play is a social feature in Fortnite Battle Royale and not a gameplay standard. That means that for the most part, the matchmaking pools for mobile, PS4, Xbox One and PC will be kept separate. Cross-play is intended to let you play with your friends no matter what platforms they're on, so if a mobile player wants to play with a PC player, they'll wind up in a matchmaking pool that also contains PC players and likely get outclassed. The decision to join a cross-play pool, however, is always opt-in.

Then, you'll want to add friends -- you'll need to be Epic friends in order to make this work, so if you play on console, download the Epic Launcher and add friends through that. If you're on mobile or PC, this is how you add friends anyways. Then, go into the game lobby. You'll see your friends in the right-hand corner: it's a little friendly association of silhouettes with a number next to it. Have the player on mobile or PC tap or select it, and you should see your friend in the list. Select join party and you should show up, ready to play.
And that's it: in your party, you'll see a little icon next to your friends' names depending on what platform they're using. Like I said, I tried this by playing a game with myself, which is a disorienting experience, particularly because my phone and PC were displaying the games at very different resolutions. I dropped both of my guys into Tilted and it did not go well. Voice chat may be an issue, and you may have to use Discord or a third-party app to make it work.
